Can I add title pages to the beginning or end of an edited project without actually overlaying them on a scene?

No. All titles must appear over a scene. But you can easily accomplish this effect by simply shooting a blank, solid-color background. On your EDL, you can place this solid background scene at the start and/or end of the project. Then you can add whatever titles you wish over the solid background scene.
