If the +2 adapters actually increase the magazine’s capacity, no, because that would create a new LCAFD. If the adapters were filled with a substance like Bondo, it should be fine, because they wouldn’t increase the capacity of the magazines. There has been some discussion on rec.guns to the effect that ATF isn’t concerned about this, but it seems prudent to stick to the wording of the law.
