For University staff and students who hold a University card the basic answer is yes. The only restriction on access imposed by WebLearn is the login process; WebLearn doesn’t take any account of whether you are connecting from College, home or an internet cafe from the other side of the world. So you should be able to continue to use WebLearn during vacations. However, that doesn’t necessarily mean that the experience will be the same. One thing you may notice is that compared with your College or Department PC it takes longer to access resources and to download materials. This is because Oxford has a very fast network, whereas even home broadband is much slower. Also note that WebLearn links to other web sites, where there are different rules governing access. This can mean, for example, that although you can access WebLearn, some of the links no longer work from outside Oxford.
