Can Human presence in an area cause ghosts not to manifest?
For the most part, yes. Large amounts of human activity or a great deal of human presence in an area can disrupt the weaker bioelectric fields of ghosts which would be overpowered by the presence of Humans. The instability in the bioelectric field of ghosts would be disrupted and the integrity of the field destroyed. Even though this is true for most cases, it is not true for all. In some cases the presence of Humans acts as a catalyst and can make some paranormal activity stronger.
