Yes. Gutter Sense is effective for removing most sorts of debris whether packed or not wet or dry even an errant golf ball but I have seen conditions where owners have neglected cleaning their gutters for a year or more with foot high trees growing in them with their roots interlaced with dirt and pine needles creating a kind of cement.
