Yes. The Guide Horse Foundation has conducted preliminary studies of using a larger horses to pull a wheelchair. However, the horses selected for the Guide Horse program are too small for be used helping the physically disabled, and the Guide Horse Foundation is presently only training horses to aid the visually impaired. The GHF is also experimenting with miniature horse wheelchairs for our rescue dwarf horses.
