Can GSFC provide the spacecraft for an investigation? If so, how does GSFC get involved in proposal preparation?
Yes, GSFC can provide the spacecraft through its Rapid Spacecraft Development Office. GSFC can also provide the Spartan platforms for use on the Space Shuttle. Such spacecraft are not considered GFE and full cost accounting requirements apply. Are GSFC program management costs included as project costs? If GSFC has a role in addition to program management, such costs are charged to the investigation on a full cost basis.
