NO Gravity is an attractive force that will always act towards the centre of mass. It is NOT always = 9.8m/s^2 as it varies with the mass of the two bodies and the square of the distance between them. There were theories floating around a few years back about a repulsive gravity wave but I think that they may have been debunked.
