Can girls attend only camps or do Adventurers without belonging to a troop? Or are they always part of a troop?

Girls are welcome to attend camps or participate in Adventurers without being registered as part of a troop. However, to participate girls must be registered as Girl Scouts and are considered simply individually registered girls within their Service Unit.
