No, Puzzle Tsunagete Pon!/Puzzle Link B&W and Color (NEOP0011, NEOP00??, NEOP0029, NEOP0054) is the only one I know of that works. Of course, if a game is dual language, it can link up regardless of region since the internal game ROM is actually the same, but otherwise, no go.
