Can funds be used to reduce the incidence and prevalence of other chronic diseases including HIV?
Yes. This FOA is limited to the “strategic directions” aligning with Healthy People 2020 focus areas and achieving demonstrated progress in the following five performance areas outlined in the Affordable Care Act: 1) changes in weight, 2) changes in proper nutrition, 3) changes in physical activities, 4) changes in tobacco use prevalence, and 5) changes in emotional well-being and overall mental health, as well as other program-specific measures; see page 6 of the FOA. Among these priorities, capacity building and implementation programs should focus on tobacco-free living, active living and healthy eating, and high impact quality clinical preventive services, specifically prevention and control of high blood pressure and high cholesterol . Once the five performance areas are addressed, recipients may elect to address additional Healthy People 2020 focus areas that directly relate to the overarching goal of reducing the incidence and prevalence of chronic disease that are aligned with
