Yes. Funds can be transferred in advance to a lead department that would administer them through an Other Government Department (OGD) suspense account or, alternatively, the lead department can invoice the other partner departments and the funds are transferred through interdepartmental settlements. For more long-term transfer of funds and authority, Parliamentary authority can be obtained through the Estimates process.
