Can funding from this FOA be used to expand testing among community-based organizations (CBOs)?
The primary intent of this FOA is to promote routine HIV screening in health-care settings. However, up to 30% of the funds can be allocated to HIV counseling, testing, and referral (HIV CTR) in non-health-care settings under Part A, Category 2 of the FOA. Applicants funded under Part A, Category 2, will work with CBOs or other service organizations to develop and implement HIV CTR programs in non-health-care settings. These programs should primarily target MSM, transgender persons, and IDUs, regardless of race or ethnicity. In addition, groups such as Black/African American and Hispanic/Latina women at risk may be targeted if this is supported by available data and analysis of service gaps. Applicants may apply for funding under Category 1 or both Categories 1 and 2, but not Category 2 alone.
