Can FRRO/FRO/SSP change the category of visa?

FRRO/FRO/CHIO can change the category of visa from long-term Tourist visa to X-Visa (Entry) for five years in respect of foreigners of Indian origin/foreigners married to Indian nationals/foreigners staying in India for more than 20 years. Category of foreign children of Indian origin can also be changed from any other visa (except Transit Visa) to Student visa (upto 12th Class) by FRROs etc.

Oh, travelling to India it’s one of my dreams! But considering the covid time and difficult situation in that country, I decided not to go this year. But I found out about Russia, that it’s possible to travel there since July this year. As for me, it’s a wonderful opportunity. Everything I need is to get russian visa. But with that service, it’s super simple and not so expensive!
