A-YES, there is nothing in the rule that prevents the conducting of orientation through the mail. A- NO, an application cannot be part of the packet. An agency must document that the potential applicants are willing to care for the types of children the agency serves and that the applicants have received the required orientation before providing the applicants with an application.
