Can foreign Consultants be paid as Individual Financial Support (utilizing CRDFs tax privileges)?
In general, the answer is no. CRDF policy on the payment of individual service providers is as follows: Individual Financial Support is paid to approved project participants, identified as those individuals identified in the project agreement (or modification thereto) and the project budget. This includes participants from the principal organization and those from authorized secondary collaborators. Other individuals may be included as project participants provided the following conditions are met: (1) the individual is an active and regular member of the project team over the course of the award; (2) the individual serves a distinct and necessary function as part of the team; (3) the individual is formally identified in the project agreement or modification thereto.
