Can flex services money be used for classes that do not fit into the rate-based guidelines if they are not serving as supplementary classes for students already enrolled in rate-based classes?

No. All services paid for through the grant are for enrolled ABE students only. For example, if a program runs a class on Tuesday and Thursday nights they may propose a drop in learning center on Wednesday, but this is only open to currently enrolled students.
