Can Federal funds be used for the sports and recreation program component? If so, what types of activities are allowable?
No. The following costs are unallowable as per the cost principles described in OMB Circular A-21 applicable to the educational institutions: Cost of entertainment, including amusement, diversion, and social activities and any costs directly associated with such costs (such as tickets to shows, sports events, meals, lodging, rentals, transportation, and gratuities). HCR recommends that host sites utilize the sports/recreational resources already available on their campuses to fulfill this component of the program. You may wish to check with your State transportation agency to find out if State funds can be used for this type of activity. In addition, HCR recommends that you establish partnerships that can provide in-kind contributions.
