There is not a state estimator test procedure for QSEs (Qualified Scheduling Entities) and TSPs (Transmission Service Providers). During EDS LFC (Load Frequency Control) testing all QSEs and TSPs are directed to perform to TAC (Technical Advisory Committee) approved Telemetry criteria.
