I think it can. To be a volunteer is to recognise the importance of the environment above economic drivers that paid workers would take for granted. As the adage goes, many hands will make light work – this way many people can become involved and remuneration costs will remain low. Having said this, projects require money and for this external funds would be necessary. To this end, going without money would have the affect of reducing the system to all talk and no action status with an inability to make many changes due to lack of funds.
