No, PAC eligibility cannot be made retroactive for prior months. PAC will not pay for services received prior to enrollment. Once an individual is determined eligible, enrollment for pharmacy and mental health benefits begin on the first day of the month in which the application was received by DHMH. All other PAC benefits begin on the effective date of enrollment in an MCO.
