It already does. Have you ever been to Arizona? There is massive infrastructure to supply water in the desert environment of the southwestern U.S. If the infrastructure fails, or if the water supply feeding it fails, you’re in trouble. Even today, the Rio Grande is little more than a trickle, and the Colorado River routinely runs dry before it gets to the ocean. It took several tries to establish the Mexican town that is now Los Angeles. Water was an important issue then. It is just as important now.
