Answer: A dog must be under its owner’s control by a leash or voice commands, said Calum Stevenson at the Oregon Parks Department. “Quite a few dogs are out there running around,” he said. “If they get too bothersome, they really aren’t under control.” Dogs can harass wildlife and that can create problems, Stevenson said. Beach visitors must clean up their dogs’ waste, because it can be considered offensive littering.
