Yes they can, it indicates an infection of some sort – even rare incidents of cancer. My dog had swollen glands like this a few months ago, tests showed an elevated white blood cell count indicating some sort of infection. Vet put her on antibiotics for a few weeks and she was fine. Get your dog to the vet to be checked out, something is wrong and he needs to see the vet before it gets worse.
