Answer There are currently no powers to make direct payments for all or part of NHS continuing healthcare packages. Direct payments can only be made by a council in lieu of community care services, The National Framework makes clear that, where an individual who has previously received a Direct Payment becomes entitled to NHS continuing healthcare, PCTs can commission to maintain continuity of care and should take the individual’s preferences into account wherever possible.
