No, as its license does not allow redistribution. Actually, older releases (version 1.1) even restricted use of the jdk to specific distributions (and Debian was not included in the list). You can still download it and use it in Debian yourself even Debian is not in the list of tested (or supported) platforms, see http://www.ibm.com/developerworks/java/jdk/linux/.
