yes some of us can speak but normaly only if, like myself have been born hearing & gone deaf over time but some deaf people can’t speak very well because we can’t hear how things are pronounced, simple things like ‘Beans’ has the same lip pattern as ‘peas’ so unless you can hear it it just guess work.
