Clinically deaf people cannot hear screams, no. Of course, sound waves are reasonably powerful at high decibels. A deaf person would be able to feel a loud enough scream due to the high volume of vibrations that would’ve been caused in the air. This is a similar concept to the disruptive effect of sub woofers in clubs. So, a deaf person cannot hear screams like we do, but they may become aware of a loud enough scream. It depends on the level of hearing loss. If someone is completely deaf, then no, they can not even hear the highest pitched sounds. But if someone has severe hearing loss they may still be able to hear high pitched and extremely loud noises especially if they have use of a hearing aid.
