Can data beyond I/O errors be displayed and extracted?

Yes. Use the NEWTOP subcommand to specify a top-of-data location which is after the I/O error. NEWTOP can also provide access to data beyond an end-of-file marker, including deleted PDS (but not PDSE) members.
