Can CRTs be issued “retroactively” for projects that are already complete or underway?
It depends. Projects implemented prior to January 1, 2001 are not eligible for registration on the Reserve. Projects with a start date of January 1, 2001 or later have 12 months from when a new project protocol is approved to be listed on the Reserve. The 12 month eligibility period for existing projects is intended to provide “early actors” (those that implemented a GHG reduction project prior to an approved protocol available for their project activity) enough time to list their projects. After this initial 12 month period, only new projects are eligible and the January 1, 2001 start date is no longer valid.
