Well first off it is pretty hard to assess wrongly that someone has no pulse and is not breathing. Pretty much if an unconscious person has no response to someone doing chest compressions and ventilating them, they most likely need CPR. I am not saying you should not assess the victim for Pulse, or Breathing, I am just saying trust your instincts, most of the time you are right. while proper CPR (proper hand placement, compression depth) can and WILL cause broken ribs, that is very minor when you consider the alternative of death. But to answer your question, no, if you are doing CPR on someone and you get no response from them, (no withdrawal of limbs in response to pain, nothing) you are most likey doing the right thing. However if you are doing CPR on a person and they are making purposeful movements in response to your compressions then yeah you should stop and reassess.
