Yes it can. Cerebrovascular accident is the medical term for a stroke or disease that affects the vessels in the brain leading to a neurologic deficit (weakness, speech difficulty, etc.) There are several types of cerebrovascular accidents, such as ischemic and hemorrhagic (bleeding). Cortical venous thrombosis is a rare cause. Good luck.
