Can contractors be used to fulfill the staffing requirements of the CTG?
Yes, contract positions may be necessary and appropriate to fully implement the program; however, the funded organization must establish the appropriate positions internally to fulfill basic oversight and management of the program. For the first 90 days, the applicant must maintain the minimum staffing requirements to include a representative of the leadership of the recipient organization to manage the program. Ninety days post-award the applicant must identify a full-time staff person or equivalent responsible for managing the planning, implementation, and evaluation of the program, with management experience in policy, environmental, programmatic, and infrastructure change relevant to the selected strategies; identify at least 1.0 full-time staff person or equivalent responsible for the evaluation of the program; and identify individuals with demonstrated capacity in administrative and fiscal management necessary to meet the needs of the program.
