The following is a description of an entity eligible to submit a proposal in response to this RFP: A non-profit entity that primarily focuses on community college issues, has experience engaging in initiatives that improve community college practices, has the capacity to disseminate the products from this project broadly, and has experience obtaining buy-in or acceptance of products from a wide-range of community college constituencies.
