Answer Dear Mita, Normally when an applicant is asked to submit the passports and PR fee it is because the application has been approved. Legally, you will not become a permanent resident of Canada until you arrive in Canada and are granted that status. If anything happens to you or your family before or after receiving the visa, or before arriving in Canada, that could lead to finding of medical or criminal inadmissibility or to cause an error in the administration of the Immigration and Refugee Protection Act (for example if you give birth to a new child but fail to declare this fact to the High Commission and have the child examined for immigration purposes whether the child will accompany you or not) the visa could be cancelled or your status as a permanent resident revoked later. However, I would be far more concerned by the delay in Nairobi for the return of your passports. It should not take 5 or 6 months to issue the visa.
