I know of two ways to integrate Perforce and Bugzilla.

1. Perforce has a defect tracking gateway product that supports bugzilla. This requires you to use Perforce jobs. http://www.perforce.com/product/components/defect-tracking-gateway

2. I wrote a tool to directly integrate the two because at my company we do not use p4 jobs. http://public.perforce.com/wiki/P4bugzilla
