The Department of Elementary and Secondary Education will not allow more than 8% indirect cost. Applicants will have to have an indirect rate approved by a federal or state agency. If the applicant’s approved rate exceeds 8%, the rate will be capped at 8% for purposes of this proposal. If the applicant does not have an approved rate, the Department of Elementary and Secondary Education will consider allowing a 5% indirect.
