Yes. For example in France, many such pools exist at all altitudes and latitudes. There is the public natural pool in Combloux (Haute Savoie), which at 1,000 m is the highest, built in 2000. The southernmost natural pool is private, in Roquebrune sur Argens (Var), built in 1993.
