Because manufacturers may not be able to submit BER tests that can be verified by NTIA because NTIA’s technical specifications do not permit a digital output on the converter box, manufacturers are given the option of using subjective visual testing to comply with several specifications, including Item #8, and Item #9, Phase Noise. Visual testing is required to comply with Item #13, Burst Noise, and Item # 14, Field Ensembles. In the footnote on page 1 of Technical Appendix 1, NTIA recommends the use of an expert viewer to do visual tests. 2. What are the requirements for Closed Captioning?
