Yes. AutoCAD Civil 3D 2008 can read and write MicroStation DGN format files. Note that there are two ways DGN files are supported in AutoCAD Civil 3D 2008: Version 8 (V8) DGN files are supported using the new AutoCAD DGN capabilities. These include importing V8 files, use of V8 files as overlays, and various new import/export controls. V7 DGN files are supported using the Import/Export utilities in the Map pull-down menu.
