The short answer is no. The email functions in IQ Web are designed for basic simple communication. However, there are three possible solutions. The first is to add your attachment as a media object on your course page, then send e-mail to the appropriate student(s), telling them the media object is available. The second solution is to copy your attachment into the e-mail itself. The third solution is to start the e-mail process in IQ Web, go as far as loading the addresses into the address box, then copy them and paste them into the TO box of Outlook e-mail. You can then send attachments as you ordinarily would.
