A. YES for friendly cities. NO for enemy cities even if they are empty. Fighters may defend adjacent territories whether there are other defending units there or not. So yes a fighter can stop a blitz if you wish to risk its destruction. It could then retreat the next round if it survives and there are no enemy fighters.
