A. Regarding the awards ceremony, “Yes”, within guidelines. There is statutory authority to use appropriated funds to provide refreshments at awards ceremonies conducted pursuant to the Government Employees Incentive Awards Act (5 U.S.C. Sec. 4503 (for civilians) or 10 U.S.C. Sec 1124 (for military)). The “traditional” awards we present are covered by these statutes (i.e., Superior Civilian Service Award, Army Achievement Medal, etc.-see AR 672-20 Incentive Awards for civilians, and AR 600-8-22 Military Awards). Both of these statutes authorize agencies to present awards to, “and incur necessary expense for”, the honorary recognition of employees and service members. The Comptroller General has interpreted the “necessary expense” language of these statutes to allow use of appropriated funds to purchase refreshments served at such awards ceremonies.
