Can anyone recommend a good reliable AVI to SWF converter?

I need to convert AVI files to SWF format to use in WBT. The LMS used only allows SWF files to be included in lessons. Ideally I need something that will provide a good compression ratio and also convert in good quality. Any advice would be appreciated.
