No. Anyone who wishes to produce wine or made-wine or render it sparkling and intends to sell the wine must apply to the NRU for a licence to produce. A licence is not needed if the wine or made-wine is not for sale, or if made-wine (but not wine) is produced from duty paid materials without fermentation. Growers who send their ingredients to licensed producers for manufacture into wine or made- wine may be licensed as wine producers if the wine or made-wine made from these ingredients is returned to the growers’ premises for storage and subsequent sale. Producers who manufacture only on behalf of other growers are required to be licensed if the wine produced is intended to be sold by the grower. Growers may only lease out rows of vines in accordance with the requirements of Notice 162. A licence is required for each set of premises where wine or made-wine is produced (see WICI3080).
