Can anyone obtain a Level 2 (Carrier) Abstract?
No. Access to a Level 2 Abstract is restricted to the specific holder of the Commercial Vehicle Operator Registration (CVOR) certificate, as this abstract provides additional information pertaining to the carrier. MTO has not yet implemented facilities to verify that the operator is the one completing an internet order. As such, anyone can complete and pay for the order but MTO will mail the abstract to the holder of the CVOR certificate.
