Actually, bending elements takes patience and meditation. There is no "Avatar" for bending is an art made for all and all can learn all the elements.

I don’t believe anyone is “born” a bender. It’s a martial art that you have to study to learn and master. So technically, yes, anyone can bend, but only the Avatar can bend all four elements.
