It depends on how permanent you need it to be. If it is for clothing you need fabric paints from an art shop. Sometimes good hardware stores keep then in the Dyes section. There are also special silk paints available. And you can get felt pens for drawing on fabrics. They are easy to use if you can draw. For theatre costumes I have used thinned down emulsion paint and also, with stencils, I have used car-spray aerosols. This can give some great results especially if you need a metallic effect. ( looks great on black velvet ) Spray VERY lightly. If it is for something like a Tshirt you can always do it again if it washes out over time. Get a big sheet and pin the fabric out on it to get it flat.
