The water flows through the turbine and turns it because the water is diverted by the turbine. This is a Francis type of turbine. A generator is connected to the turbine and produces electricity. Other types use a high head, pressure, to turn a wheel which is shaped like a series of cups on spokes and the impact of the water turns the wheel that the cups are attached to. This also turns a generator which produces electricity. This is called a Pelton wheel type of turbine and does not require as much water as the energy of the water at higher pressure provides the power.
