lay magistrates are people who sit either side of a RM [Resident Magistrate] usually 2 people in for example youth courts. Such people can be the likes of you and me [anyone] as long as they do not have a criminal record. Naturally like any job they would have to do an interview and pass police checks, etc. Lay Magistrates help the RM in his decision making process when passing sentences.
